Comprehensive Student Support/SB65
No Longer Available due to Budget - effective 2010-11
In 1985, the legislature passed a unique piece of legislation called the Senate Bill 65 Dropout Prevention and Recovery Act. For the first time in California, a legislative act supported the belief that the best dropout prevention efforts need to be directed at providing the earliest possible identification, the earliest possible intervention, and the greatest opportunities for success.
Comprehensive Student Support was established as part of the original SB65 School-Based Pupil Motivation and Maintenance (M&M) Program legislation which provided funding for schools to implement a comprehensive dropout plan which focused on prevention, intervention, and recovery efforts. Currently this funding is included in the AB825 Block Grant.
The original SB 65 legislation stated that schools would compete for funding every other year. The intent of instituting a bi-annual competitive process was to hold schools accountable for implementing CSS program components and to provide schools a period of time to improve. It also allowed other schools to apply for the limited funding available.
Beginning this year, the LAUSD Dropout Prevention and Recovery Unit will return to a competitive process for Comprehensive Student Support/SB 65 2008-09 funding. This will provide all LAUSD schools interested in establishing a comprehensive student support program the opportunity to apply for funding.
In order to comply with Education Code Section 41506(f) and to maintain the integrity of the original SB65 legislation, schools awarded funding will be required to: (1) Utilize funds toward the hiring of a full-time CSS Outreach Consultant; (2) Implement the key components of the program which include positive attendance and discipline programs, Coordination of Service Teams (COST), Student Success Teams (SST) and resiliency-creating strategies. The program is a performance-based effort, and schools must report evidence of their efforts and successes on a yearly basis.
Eligible Applicants:
LAUSD schools who can demonstrate evidence of implementing Comprehensive Student Support Program.
